LEP, #: 50-366/1982-051 Licensee: Georgia Power Company Facility Name: Edwin I. Hatch Docket #: 50-366 Narrative Report for LER 50-366/1982-051 On 6/9/02 at approximately 1600 CDT.and while the unit was in cold shutdown, it was determined that due to a misinterpretation of Tech. Specs. Sec.

4.8.1.1.2, the 2A and la diesels had not been tested at the appropriate test frequency. On 10-31-78, the 2C diesel failed to start for the second time in the last 100 start attempts. At that time the test frequency was increased to every two (2) weeks for the 2C diesel but not for the 2A and 18 diesels. The above Tech. Specs. section requires testing of each diesel at the frequency specified in table 4 . 8 .1.1. 2-1. In the past this was interpreted to be that each diesel had its own test frequency based on its own failure rate. A more thorough review of Tech. Specs, and Reg. Guide 1.108, Rev.1 (Aug.1977) identified the requirement to test each diesel at the same frequency. The frequency is based on the number of failures in the last 100 valid tests of all the unit diesels combined.

Upon discovery of the misinterpretation, the matter was brought before the PRB for resolution. Upon PRB approval, the correct frequency was established for each unit diesel .

This is not a repetitive event. The problem is not applicable to Unit 1.

Unit 1 Tech. Specs. do not call for increased frequency due to start failures.

The health and safety of the public was not affected.
