This is in response to your letter of August 14, 1979 in which you req tested, pursuant to the Freedom of Information Act, documents regarding abnormal settlement at the North Anna and Surry Nuclear Power Stations and information relating to NRC's reasons for not levying a civil penalty against VEPC0 in 1972.
