DPR-54 PROPOSED AMENDMENT N0. 132 In accordance with 10 CFR 50.90, the Sacramento Municipal Utility District proposes to amend its Operating License DPR-54 for Rancho Seco Nuclear Gen-erating Station Unit No. 1.

Proposed Amendment No. 132 updates the Technical Specifications to show the primary and backup detectors installed per NUREG 0737/II.0-3 and Reg. Guide 1.97 requirements for the EMOV Pressurizer Relief Valve Position Indicators.

Additionally, a footnote with respect to the position indicators is reword-ed for clarification from: " Applicable EMOV is OPERABLE" to: " Applicable when EMOV is OPERABLE." These changes are discussed in detail in Attach-ments I, II and III which are the Description of Proposed Changes, Safety Analysis and No Significant Hazards Consideration, respectively.

Pursuant to 10 CFR 50.91(b)(1), the Radiological Health Branch of the Cal-ifornia State Department of Health Services has been informed of this pro-posed amendment by mailed copy of this submittal.

Enclosed is a check in the amount of $150.00 as required by 10 CFR 170.21,

, ATTACl#ENT II SAFETY ANALYSIS Proposed Amendment No. 132. updates Table 3.5.1-1 (Process Instrumentation Items 4 & 5) and Table 4.1-1 (Items 52 & 53) to show the primary and backup detectors installed for EMOV Pressurizer Relief Valve position indication per NUREG 0737/

II.D-3 and Reg. Guide 1.97 requirements. The primary detectors are two acoustic flow monitors; tha backup detectors are one each mechanical indicator and tailpipe thermocouple. Additionally, it is proposed that the wording of the triple-asterisked footnote for Table 3.5.1-1 be changed for clarity from:

" Applicable EMOV is OPERABLE" to:

" Applicable when EMOV is OPERABLE."

The proposed changes to Tables 3.5.1-1 and 4.1-1 are being made-to reflect the installed upgrading of the EMOV Pressurizer Relief Valve position indication instrumentation meeting NUREG 0737/11.0-3 and Reg. Guide 1.97 requirements for category Type D variables. The acoustic flow monitors (primary detectors) and associated cabling have been upgraded to Class I in compliance with Reg. Guide 1.97.

With the exception.of the wording change in the triple-asterisked footnote for Table 3.5.1-1, the proposed changes are revisions made to reflect the actual EMOV Pressurizer Relief Valve position indication instruments as installed in compliance with federal regulations. All changes are judged to be purely administrative and are considered to have no involvement with or effect on plant safety.

. ATTACl#ENT III NO SIGNIFICANT HAZARDS CONSIDERATION Proposed Amendment No. 132 consists of changes to Tables 3.5.1-1 (Items 4 and 5) and 4.1-1 (Items 52 and 53) showing the EMOV Pressurizer Relief Valve leak detection instrumentation installed in compliance with NUREG 0737/II.D-3.

In addition, the wording of the triple-asterisked footnote to Table 3.5.1-1

~is changed from: " Applicable EMOV is OPERABLE" to: " Applicable when EMOV is OPERABLE" to make it clear that there is only one EMOV.

The District has reviewed the proposed changes against each of the criterion of 10 CFR 50.92 and concluded that plant operation with the above administrative changes to the Technical Specifications would not:

a. involve a significant increase in the. probability or consequences of an accident previously evaluated, or
b. create the possibility of a new or different kind of accident from any previously analyzed.

The proposed changes are purely administrative, consisting of updating two tables and clarifying a table footnote. These changes do not affect plant design or operation and thus are judged to have no accident

' potential.

c. involve a significant reduction in a margin of safety. As stated above, the proposed administrative changes have no. affect on plant design or operation. Therefore margins of safety are also judged uraffected.

On the basis of the above, the District concludes that the proposed changes, purely administrative, do not constitute any significant hazards, and in no way endanger the health and safety of the public.
