This is in response to your July 10, 1986 letter requesting that the time limit contained in Safeguards License Condition 7.3 be extended.

We have determined that granting your request will not adversely affect the contmon defense and security nor the public health and safety and is otherwise in the public interest. Accordingly, we are revising existing Safeguards License Condition 7.3 to Amendment SG-1 to your License No. SNM-1097, effective immediately, to read as follows:

7. 3 Notwithstanding the requirements of 10 CFR 70.58(i)(2) to process and recover scrap generated in the licensee's plant (measured with an uncertainty of greater then i 10% and enriched to less than 20% in the isotope U233) so that it is not on inventory longer than twelve months and notwithstanding the commitment contained in Section 7.11.2 of the Fundamental Nuclear Material Control (FNMC) Plan, Page 7-29 dated February 14, 1984, the licensee has until December 31, 1987, to process and recover the material types described in the attachment to the letter dated July 10, 1986.

We have determined that the enclosure to your July 10, 1986, letter contains information of the type specified in 10 CFR 2.790(d). Accordingly, pursuant to Section 2.790(d)(1), such information is deemed to be commercial or finan-cial within the meaning of 10 CFR 9.5(a)(4) and shall be withheld from public disclosure unless subject to the provisions of 10 CFR 9.12.
