PSI ORGANIZATIONAL CHANGES (AUGUST 1980)
The changes made to the Marble Hill Project organization during August, 1980, are detailed in the attached Project Organization Charts and summarized below:
- 1. The title of the Quality Assurance Training Supervisor has been ch,anged to the Quality Assurance Administration Supervisor. The Quality Assurance Training Supervisor now reports to the Quality Administration Superintendent. This change allows for the combination of administrative functions and documentation of training and qualification of personnel.
Also, it allows more efficient preparation of training and indoctrination programs and schedules.
- 2. The responsibilities of the Construction Surveillance Supervisor, which previously reported to the Inspection Superintendent, have been divided between the Construction Surveillance Supervisor Electrical, the Construction Surveillance Supervisor Mechanical and the Construction Surveillance Supervisor Civil / Structural. These three new positions report to the Construction Surveillance Superintendent and exercise direct on-site surveillance of contractors' activities.
- 3. The position of Tracking and Trending Supervisor, reporting directly to the Quality Engineering Manager, was created to perform all supervisory functions related to the implementation of the Tracking and Trending Program. Also,-this allows the Quality Engineering Manager direct oversight of the input data provided to the Quality Assurance Manager in the Quality Trend Report.
- 4. The position of Operations Director was established which reports directly to the Senior Vice President - Nuclear Division. The Nuclear Operations
~~-~~ Manager, and the Nuclear Fuels Manager, who previously reported to the ~ -
Vice President-Power report to the Operations Direct.or.
- 5. The title of the Licensing Manager has been changed to the Nuclear Regulation and Af fairs Manager.
- 6. The position of Nuclear Design Manager, which reported to the Project
- Engineering Manager, was eliminated. The Chief Discipline Engineers (Mechanical, Electrical, ivil) now report directly to the Project Engineering Manager. The asponsibilities of the Chief Discipline Engineers remain essentially the same with the exception that Supervising Field Engineers now report to them. The Supervising Field Engineers assist in -the processing of contractor change requests and other field engineering related documents and serve as an interface between design and construction.' These positions formerly reported to the Construction Manager under the title of Resident Engineer.

- 7. The position of. Chief Construction Engineer, which reports to the Construction Manager,.was added. The Chief Construction Engineer is responsible for resolving special problems as they. apply to the construction of Marble Hill and . assists ' in coordinating the inter (ace between construction and design.
- 8. The Material Manager now reports to the Construction Manager instead of the Project Controls Manager. All of the responsibilities transfer with the exception of Materials Mcnagement Information System which remains with Project Controls,
- 9. The responsibilities of the Instrumentation and Control Manager, which reported to the Construction Manager, have been transferred to the Lead Instrumentation and Control Engineer. The Lea'd Instrumentation and Control Engineer reports to the Test Director through the Construction Test Manager.
- 10. Responsibilities of Planning / Scheduling / Cost / Estimating Manager have been divided between the Cost & Estimating Supervisor and Planning & Scheduling Supervisor.
