SUBJECT: MID-CYCLE PERFORMANCE REVIEW AND INSPECTION PLAN - | |||
SEABROOK STATION, UNIT NO. 1 (REPORT 05000443/2013006) | |||
Dear Mr. Walsh: | |||
On August 14, 2013, the U.S. Nuclear Regulatory Commission (NRC) completed its mid-cycle | |||
performance review of Seabrook Station, Unit No. 1 (Seabrook). The NRC reviewed the most | |||
recent quarterly performance indicators in addition to inspection results and enforcement | |||
actions from July 1, 2012 through June 30, 2013. This letter informs you of the NRCs | |||
assessment of your facility during this period and its plans for future inspections at your facility. | |||
The NRC determined the performance at Seabrook during the most recent quarter was within | |||
the Licensee Response Column of the NRC's Reactor Oversight Process (ROP) Action Matrix | |||
because all inspection findings had very low (i.e., green) safety significance, and all Pls | |||
indicated that your performance was within the nominal, expected range (i.e., green). On | |||
January 24, 2013, the NRC completed a supplemental inspection for a White finding that | |||
involved the failure of Seabrook Station personnel to adequately critique the performance of an | |||
evaluated emergency preparedness exercise and determined that Seabrook appropriately | |||
addressed the root and contributing causes, extent of condition and corrective actions. The | |||
White finding was removed from the assessment process resulting in Seabrook transitioning | |||
from the Regulatory Response Column to the Licensee Response Column of the NRC's Action | |||
Matrix. Therefore, the NRC plans to conduct ROP baseline inspections at your facility. | |||
The NRC acknowledged your satisfactory completion of all of the commitments in Confirmatory | |||
Action Letter (CAL) 1-12-002, regarding the Alkali-Silica Reaction (ASR) concrete issues in | |||
NRC Inspection Report 05000443/2012009 (ML12338A283) dated December 3, 2012, and | |||
NRC Inspection Report 05000443/2012010 (ML13221A172) dated August 9, 2013. Based on | |||
completion of our review of your CAL commitments and the determination that NextEra's | |||
methods for assessing operability of ASR-affected reinforced concrete structures were | |||
reasonable and generally comprehensive, the NRC has determined that the exit criteria | |||
contained in the September 5, 2012, Deviation Memorandum (ML12242A370) regarding | |||
Seabrook ASR evaluation activities, have been met and our overall level of inspection oversight | |||
will return to those described in the ROP baseline inspection program. | |||

While our review of the CAL items is complete, the NRC plans to continue to provide focused | |||
oversight of NextEras testing being conducted at the Ferguson Structural Engineering | |||
Laboratory at the University of Texas - Austin and your assessment of ASR progression in | |||
Seabrook concrete structures. Our inspection activities will be conducted using our annual | |||
follow-up of selected Problem Identification and Resolution samples. While tentative dates for | |||
these inspections are included in the attached inspection schedule, we understand that your | |||
testing schedule is subject to change and we will coordinate closely with your ASR project | |||
management staff to select the most advantageous opportunities to observe your activities. | |||
The enclosed inspection plan lists the inspections scheduled through December 31, 2014. | |||
Routine inspections performed by resident inspectors are not included in the inspection plan. In | |||
addition to baseline inspections, the NRC will perform Temporary Instruction 2515/182, Review | |||
of the Implementation of the Industry Initiative to Control Degradation of Underground Piping | |||
and Tanks and Inspection Procedure (IP) 60855.1, Operation of an Independent Spent Fuel | |||
Storage Installation at Operating Plants. The inspections listed during the last nine months of | |||
the inspection plan are tentative and may be revised at the end-of-cycle performance review. | |||
The NRC provides the inspection plan to allow for the resolution of any scheduling conflicts and | |||
personnel availability issues. The NRC will contact you as soon as possible to discuss changes | |||
to the inspection plan should circumstances warrant any changes. This inspection plan does | |||
not include security-related inspections, which will be sent via separate, non-publicly available | |||
correspondence. | |||
In accordance with Title 10 of the Code of Federal Regulations (10 CFR) Section 2.390 of | |||
the NRCs Rules of Practice, a copy of this letter will be available electronically for public | |||
inspection in the NRC Public Document Room or from the Publicly Available Records (PARS) | |||
component of the NRC's Agencywide Documents Access and Management system (ADAMS). | |||
