SUBJECT:

ANNUAL ASSESSMENT LETTER FOR SEABROOK STATION, UNIT NO. 1 (REPORT 05000443/2019006)

Dear Mr. Moul,

The NRC has completed its end-of-cycle performance assessment of Seabrook Station, Unit 1 (Seabrook), reviewing performance indicators (PIs), inspection results, and enforcement actions from January 1, 2019, through December 31, 2019. This letter informs you of the NRCs assessment of your facility during this period and its plans for future inspections at your facility.

The NRC concluded that overall performance at your facility preserved public health and safety.

The NRC determined the performance at Seabrook during the most recent quarter was within the Licensee Response Column (Column 1) of the NRCs Reactor Oversight Process (ROP)

Action Matrix in Inspection Manual Chapter 0305, Operating Reactor Assessment Program, because all inspection findings had very low safety significance (i.e., Green), and all PIs were within the expected range (i.e., Green). Therefore, the NRC plans to conduct ROP baseline inspections at Seabrook.

The enclosed inspection plan lists the inspections scheduled through December 31, 2021. The NRC provides the inspection plan to allow for the resolution of any scheduling conflicts and personnel availability issues. Routine inspections performed by resident inspectors are not included in the inspection plan. You should be aware that the agency is pursuing potential changes to the ROP, including changes to engineering inspections (SECY-18-0113, Recommendations for Modifying the Reactor Oversight Process Engineering Inspections) and other changes to the baseline inspection program described in SECY-19-0067, Recommendations for Enhancing the Reactor Oversight Process. Should these changes to the ROP be implemented, the engineering and other region-based inspections are subject to change in scope, as well as schedule. Furthermore, all the inspections listed during the last 12 months of the inspection plan are tentative and may be revised. The NRC will contact you as soon as possible to discuss changes to the inspection plan should circumstances warrant any changes.

In addition to the baseline inspections, the NRC will conduct Inspection Procedure (IP) 81311, Physical Security Requirements for Independent Spent Fuel Storage Installations, and IP 60855.1, Operation of an Independent Spent Fuel Storage Installation at Operating Plants, at your facility during the period. On March 11, 2019 (ADAMS Ref. No. ML18204A291) the NRC issued a license amendment which reconciles the licensing design basis of concrete structures impacted by alkali-silica reaction (ASR). The NRC will continue to provide oversight of your management of the effects of ASR in the plants concrete structures using the ROPs baseline inspection program. We will continue to coordinate closely with your ASR project management staff to select the most appropriate opportunities to inspect your activities.

In accordance with Title 10 of the Code of Federal Regulations (10 CFR) 2.390 of the NRCs Rules of Practice, a copy of this letter will be available electronically for public inspection in the NRCs Public Document Room or from the Publicly Available Records (PARS) component of NRC's document system (ADAMS). ADAMS is accessible from the NRCs Website at http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).

Please contact me at 610-337-5312 with any questions you have regarding this letter.

Sincerely, X /RA/
