MID-CYCLE PERFORMANCE REVIEW AND INSPECTION PLAN -

SEABROOK STATION

Dear Mr. St. Pierre,

On August 14, 2007, the NRC staff completed its performance review of Seabrook Station for the first half of the calendar year 2007 assessment cycle. Our technical staff reviewed performance indicators (PIs) for the most recent quarter and inspection results over the previous twelve months. The purpose of this letter is to inform you of our assessment of your safety performance during this period and our plans for future inspections at your facility.

This performance review and enclosed inspection plan do not include security information. A separate letter designated and marked as Official Use Only--Security Information will include the security cornerstone review and resultant inspection plan.

Plant performance for the most recent quarter of 2007 at Seabrook was within the Licensee Response column of the NRCs Action Matrix, based on all inspection findings being classified as having very low safety significance (Green) and all PIs indicating performance at a level requiring no additional NRC oversight (Green). Therefore, we plan to conduct reactor oversight process (ROP) baseline inspections at your facility. We also plan to conduct inspections to review modifications of the containment sump and alloy 82/182 pressurizer butt welds.

While plant performance for the most recent quarter was within the Licensee Response column of the Action Matrix, Seabrook was within the Regulatory Response column in the third quarter of 2006 due to one White (low to moderate safety significance) PI. Specifically, the Emergency AC Power System PI crossed the Green/White threshold in late August 2006 when both emergency diesel generators (EDGs) became inoperable due to voltage regulator problems.

Following repairs of both EDGs in early September 2006, your staff performed a root cause evaluation of the failures that was completed in December 2006. The NRC performed a 95001 supplemental inspection in May 2007. Based on the results of this inspection, we concluded that you have adequately evaluated the causes of the EDG failures and the associated performance deficiencies and implemented appropriate corrective actions. Given your acceptable performance in addressing the causes of the EDG failures, and the PI returning to Green status in the fourth quarter of 2006, the issue will no longer be used in assessing Seabrook Station performance.

G. St. Pierre 2 The enclosed inspection plan details the inspections, less those related to security, scheduled through December 31, 2008. The inspection plan is provided to allow for the resolution of any scheduling conflicts and personnel availability issues well in advance of inspector arrival onsite.

Routine resident inspections are not listed due to their ongoing and continuous nature. The inspections in the last nine months of the inspection plan are tentative and may be revised at the end-of-cycle review.

The NRC is currently evaluating the scope and frequency of all the baseline inspection procedures. If the results of the evaluation, or any other circumstances, cause us to change the inspection plan, we will contact you to discuss the change as soon as possible.
