| Bill Rogers asked how this recent OE will be incorporated into the LRA and what affect does this OE have on the LR IWE AMP (IX.S1). We responded that the OE will be incorporated into the AMP and appropriate changes will be made. | Bill Rogers questioned the condition of the concrete in the area of the removed foreign material and if any other concrete degradation was observed. We responded that no concrete degradation was found in the area of removed foreign material or in the surrounding area. The concrete was said to be in good condition. Additionally, we stated that the void will be filled with suitable grout, one or two studs were cut from the removed liner plate (an engineering evaluation has determined that the studs will remain embedded in the concrete and are not necessary for the repair plate) and a Root Cause evaluation is being performed to further evaluate this occurrence. Upon review of the BVPS cable program, the NRC has concluded that our program is not applicable to the in-scope RW/SW cables. The XI.E3 program was not intended to bound cables that experience continuous submergence. It was stated that our plant-specific program also does not bound the environment of continues submergence. The NRC stated that we have not demonstrated that the cables are "qualified" for submergence and we lack an appropriate program to mange aging. | | This item is closed. |

| Brian Murtagh led a discussion on why isn't the current commitment for cables acceptable and how do we differ from Wolf Creek commitment. The NRC stated we differ from other plants due to our situation of continuous submergence. It was discussed that we will need an AMP that matches the environment or alter the current environment to match a GALL define environment. We questioned whether a commitment to alter the environment prior to the PEO and replacement of submerged cables prior to the PEO would be acceptable. NRR License Renewal Teleconference - April 30, 2009 Items of Discussion:
- 1. Liner Corrosion
- 2. MRP-146 Found Indications
- 3. Submerged Medium - Voltage Cables/Draft SER Open Item Liner Corrosion Larry Freeland presented an overview of the liner flaw found during 1R19 and the corrective actions being performed.
Bill Rogers asked how this recent OE will be incorporated into the LRA and what affect does this OE have on the LR IWE AMP (IX.S1). We responded that the OE will be incorporated into the AMP and appropriate changes will be made. This question and response will be documented in an RAI.
Bill Rogers questioned the condition of the concrete in the area of the removed foreign material and if any other concrete degradation was observed. We responded that no concrete degradation was found in the area of removed foreign material or in the surrounding area. The concrete was said to be in good condition. Additionally, we stated that the void will be filled with suitable grout, one or two studs were cut from the removed liner plate (an engineering evaluation has determined that the studs will remain embedded in the concrete and are not necessary for the repair plate) and a Root Cause evaluation is being performed to further evaluate this occurrence. An RAI will be issued to document questions concerning the condition of the concrete, repairs, and impacts to IWE and IWL programs.
Hansraj Asher asked a question related to our enhanced IWE program due to liner corrosion finding from 2006 and how this differs from the IWE Augmented Code Inspection. We did not respond to this question and requested an RAI. This question and response will be documented in an RAI.
MRP-146 Found Indications Steve Buffington presented an overview of the indications identified on A hot leg drain line found during 1r19 and the corrective actions being performed. The NRC was satisfied that we were performing MRP-146 inspections in line with the commitment made for License Renewal.

Submerged Medium-Voltage Cables/Draft SER Open Item Discussion was led by Bill Rogers. Upon review of the BVPS cable program, the NRC has concluded that our program is not applicable to the in-scope RW/SW cables. The XI.E3 program was not intended to bound cables that experience continuous submergence. It was stated that our plant-specific program also does not bound the environment of continues submergence. The NRC stated that we have not demonstrated that the cables are qualified for submergence and we lack an appropriate program to mange aging.
ENCLOSURE
Brian Murtagh led a discussion on why isnt the current commitment for cables acceptable and how do we differ from Wolf Creek commitment. The NRC stated we differ from other plants due to our situation of continuous submergence. It was discussed that we will need an AMP that matches the environment or alter the current environment to match a GALL define environment.
We questioned whether a commitment to alter the environment prior to the PEO and replacement of submerged cables prior to the PEO would be acceptable. The NRC will issue an RAI on the subject of submerged medium-voltage cables.
Summary:
BVPS will receive four (4) license renewal RAIs. Three (3) pertaining to liner corrosion and one (1) pertaining to submerged medium-voltage cables. The item concerning MRP-146 is closed.
