July 8, 2014 MEMORANDUM TO: Michael Dusaniwskyj, Acting Chief Financial Analysis and International Projects Branch Division of Inspection and Regional Support FROM: Michael Purdie, Financial Analyst /RA/

Financial Analysis and International Projects Branch Division of Inspection and Regional Support

SUBJECT:

NRC STAFFS SPOT-CHECK REVIEW OF OHIO EDISONS OWNERSHIP INTEREST IN BEAVER VALLEY NUCLEAR POWER STATION UNIT 2 AND PERRY NUCLEAR PLANT, DOCKET NOS. 50-412 AND 50-440, ON JUNE 10, 2014 FINDING OF NO POTENTIAL ISSUES Pursuant to SECY-07-0197, Reactor Decommissioning Trust Fund Oversight by Other Agencies and Recommendations Regarding Further Commission Action, dated November 7, 2007, the U.S. Nuclear Regulatory Commission (NRC) staff has been instructed to perform spot-checks on licensees to ensure that the amount reported to the NRC in the decommissioning funding status (DFS) report is equivalent to the amount the licensee has in its bank account, as of December 31 of the preceding year. After providing at least 10 days prior notice, the NRC staff, on June 10, 2014, performed the spot-check at First Energy Corporation Headquarters, where Ohio Edison (owned by First Energy Corporation) holds/receives the original bank statements for Beaver Valley Nuclear Power Station (BVNPS) Units 2 and Perry Nuclear Plant (PNP) from The Bank of New York Mellon. Ohio Edison has 21.66% ownership in BVNPS Unit 2 and 12.58% ownership of PNP.

After the NRC staffs spot-check at the location of the original bank statements, the NRC staff found no issues related to the amount reported to the NRC in the 2013 DFS report of

$75,574,753 for BVNPS Unit 2 and $65,164,574 for PNP, and the stated amount in the bank statements dated December 31, 2012. The bank statements of Ohio Edison were only for radiological funds and were typically under qualified accounts. The total of all of the accounts is equivalent to the amount provided to the NRC in the 2013 DFS report.

Because no issues were found in the NRC staffs spot-check, this memo serves to close out Technical Assignment Control Nos. MF4115 and MF4117.
