SUBJECT: NRC STAFF'S SPOT-CHECK REVIEW OF FIRST ENERGY NUCLEAR OPERATING COMPANY'S OWNERSHIP INTEREST IN BEAVER VALLEY NUCLEAR POWER STATION UNITS 1 AND 2, PERRY NUCLEAR PLANT, AND DAVIS-BESSE NUCLEAR POWER PLANT, DOCKET NOS. 50-334, 50-412, 50-440, AND 50-346, ON JUNE 10, 2014-FINDING OF NO POTENTIAL ISSUES Pursuant to SECY-07-0197, "Reactor Decommissioning Trust Fund Oversight by Other Agencies and Recommendations Regarding Further Commission Action," dated November 7, 2007, the U.S. Nuclear Regulatory Commission (NRC) staff has been instructed to perform spot-checks on licensees to ensure that the amount reported to the NRC in the decommissioning funding status (DFS) report is equivalent to the amount the licensee has in its bank account, as of December 31 of the preceding yea After providing at least 10 days prior notice, the NRC staff, on June 10, 2014, performed the spot-check at First Energy Corporation Headquarters, where First Energy Nuclear Operating Company (FENOC, a subsidiary of First Energy Corporation) holds/receives the original bank statements for Beaver Valley Nuclear Power Station (BVNPS) Units 1 and 2, Perry Nuclear Plant (PNP), and Davis-Besse Nuclear Power Station (DBNPS) from The Bank of New York Mello FENOC has 100% ownership in BVNPS Unit 1, 60.08% ownership in BVNPS Unit 2, 87.42% ownership of PNP, and 100 %
ownership of DBNP After the NRC staff's spot-check at the location of the original bank statements, the NRC staff found no issues related to the amount reported to the NRC in the 2013 DFS report of
$250,932,980 for BVNPS Unit 1, $157,794,830 for BVNPS Unit 2, $397,213,503 for PNP, and
$478,270,692 for DBNPS, and the stated amount in the bank statements dated December 31, 201 The bank statements of FENOC were only for radiological funds and were typically under qualified account The total of all of the accounts is equivalent to the amount provided to the NRC in the 2013 DFS repor Because no issues were found in the NRC staff's spot-check, this memo serves to close out Technical Assignment Control Nos.
