Confirm that the switchyard breaker control circuits are also included in scope for license renewal.

RESPONSE RAI 2.5-1 (Follow up)

FENOC intended the electrical scoping boundary description for recovery of offsite power following station blackout to include the first breaker and associated controls within the switchyard. LRA Section 2.5 is revised to clarify that the controls associated with the first breakers in the switchyard (breakers 92 and 83 for Unit 1, and breakers 85 and 94 for Unit 2) are included in the scope of license renewal.

See the Enclosure to this letter for the revision to the BVPS LRA.

Section 2.5, page 2.5-2, section titled "Evaluation Boundaries," 2 nd paragraph, is revised to read:

"For BVPS, recovery of offsite power following station blackout is dependent upon medium-voltage insulated cable, Switchyard bus, breakers, breaker controls, transmission conductors, and high voltage insulators that connect the plant electrical distribution system to the offsite A C power source via the station service transformers. The supply of offsite power to the plant electrical distribution system is within the scope of License Renewal from and including the first breakers in the switchyard (breakers 92 and 83 for Unit 1, and breakers 85 and 94 for Unit 2) from the plant electrical distribution system, as shown on Figures 2.5-1 and 2.5-2. Switchyard bus, transmission conductors, high-voltage insulators, and connections connecting Switchyard breakers and station service transformers are subject to aging management review. Breaker control cables and connections between the first switchyard breakers and the breaker controls are subiect to aging management review. Medium-voltage cables and connections, connecting station service transformers and nonsafety buses are subject to aging management review. Medium-voltage cables and connections connecting nonsafety buses to the safety buses are subject to aging management review."
