OF TELEPHONE CONFERENCE CALL HELD ON SEPTEMBER 26, 2008, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND FIRSTENERGY NUCLEAR OPERATING COMPANY CONCERNING A REQUEST FOR ADDITIONAL INFORMATION PERTAINING TO THE BEAVER VALLEY POWER STATION, UNITS 1 AND 2, LICENSE RENEWAL APPLICATION The U.S. Nuclear Regulatory Commission (NRC or the staff) and representatives of FirstEnergy Nuclear Operating Company held a telephone conference call on September 26, 2008, to discuss follow-up questions for the B.2.6-2 Request for Additional Information concerning the Beaver Valley Power Station, Units 1 and 2, license renewal application. Enclosure 1 is a list of the conference call participants. Enclosure 2 is a summary of the telephone conference discussions.

SUMMARY
OF TELEPHONE CONFERENCE CALL FOR BEAVER VALLEY POWER STATION, UNITS 1 AND 2 LICENSE RENEWAL APPLICATION September 26, 2008 In this telephone conference call, the U.S. Nuclear Regulatory Commission (the NRC or staff) and representatives from FirstEnergy Nuclear Operating Company (FENOC) discussed issues related to the request for additional information (RAI) B.2.6-2, concerning leaks related to bolting. These leak issues are monitored and corrected using the FENOC Corrective Action Program. As indicated in the RAI response, the applicant relies upon this program to determine inspection frequency and required response in order to address leaks. However the staff determined that this program has no specific requirement, checks, or limiting processes which would ensure that the inspection frequency does not decrease to less than the recommended biweekly frequency in the generic aging lessons learned (GALL) Report. In the telephone conference, the staff indicated that the applicant did not provide sufficient information to address all issues in the RAI, that the program is not consistent with the associated elements in the GALL Report, and that the applicant should have identified the program as an exception to the GALL Report. The applicant agreed to supplement the RAI response with an expansion of technical basis on how the program in conjunction with other FENOC programs, actually call for inspection frequencies that at least meet the inspection requirements recommended in the GALL Report.
