DOCKET N05. 50-445 AND 50-446 INSTALLATION CONFIGURATION OF ASCO S0LEN0ID VALVES SDAR: CP-87-60 (FINAL REPORT)

Gentlemen:

On August 20, 1987, we verbally notified your Mr. H. S. Phillips of a deficiency involving Automatic Switch Company (ASCO) solenoid valves which may not be qualifled when utilized in a harsh environment.

4is deficiency was discovered as a result of engineering field validations which identified a large number of ASCO solenoid valves missing exhaust port elbows. Preliminary analysis indicated that the elbows must be installed to preserve the validity of the environmental qualification of the valves.

Testing has b*n performed to determine if the lack of the exhaust port elbows would affect tne operability of the ASCO solenoid valves located in a harsh .

environment. The results of this testing (ASCO Report no. AQS-21678/TR, Rev. I A) demonstrated that the solenoid valves are qualified without the exhaust  !

port elbows when exposed to harsh environments including LOCA, HELB, MELB, and Containment Spray Actuation.

We have concluded in the event this issue had remained undetected, no condition adverse to safety would have existed. This issue is not reportable under the provisions of 10CFR50.55(e). Records supporting this conclusion are available for your inspectors to review at the CPSES Project Site.
