Gentlemen:
On August 14, 1992. TV Electric submitted a written report (TXX-92373) satisfying the requirements of 10CFR50.55(e), on a condition in which Kranco. Inc.. Houston. Texas, was no longer implementing their 10CFR50 Appendix B Ouality Assurance (OA) Program.
The purpose of this letter is to clarify the information provided in that report.
In Attachment 1. Section (vii) of TXX 92373 TV Electric indicated that parts for the polar crane supplied without the benefit of a 10CFR50 Appendix B Ouality Assurance program would be " dedicated
- for use or replaced.
Because the parts in question were already installed, the term
' dedicated" was not programmatically appropriate.
The parts in question were actually evaluated by Engineering and ' accepted
- on the basis of the evaluation.
Technically the processes of ' dedication
- and " acceptance" via an engineering evaluation are equivalent.
In addition, the calibration of existing load cells performed by Kranco as part of the subject purchase order was judged by Engineering not to impact their structural integrity, and therefore the load cells were not included in the evaluation, tio components in the subject purchase order were rejected in favor of I
components having certified records, so mention of this option was deleted in the revised report.

A dropped load inside containment n.ay have resulted in a release of fission products from nuclear fuel or damage to systems /componyats relied upon for safe shutdown.
It should be noted that despite Kranco's f ailure to implement their 10CFR50 Appendix B OA program in the supply of components discussed in (vi) below, TV Electric has no evidence that the components supplied are substandard in any characteristic.

The failure to comply was identified during an audit of the Kranco GA prograe with the audit results being formally transmitted to Kranco vir TV Electric letter dated, L.y 18, 1992.
(vi)
Polar Crane components supplied to CPSES Unit 2 without the benefit of a 10CFR50 Appendix B OA program consist of two (2) load cel's, two (2) force switches, two (2) short links and eight (8) shackles.
Kranco's r' cords indicate that these were the only saf ety related cor..ponents ordered by any f acility in the last six years.

Kranco, Inc. was ' formally notified of ~ the TU Electric audit findings on May 18. 1992, Corrective actions have been initiated by Kranco to resolve the audit deficiencies and these corrective-actions are being reviewed by TU Electric.
Further.. purchases by-TV Electric are being restricted pending resolution of the-findings.
In addition. TU Electric will net utilize the supplied components for critical tifts until the parts are evaluated and-accepted for use by Engineering (where necessary),

TV Electric has established that at CPSES only Unit-2 is=affected by this deficiency, Kranco records indicate no other nuclear facility placed a purchase order for sbfety related crane parts-during the time their 100FR50 Appendix B OA program was not'in
- effect, Based on this, no advise'is being given-to other entities.
