Dear Mr. Youngblood:

In a letter dated October 25, 1985, you provided a Draft Technical Evaluation of Perry's compliance with NRC Generic Letter 83-28, Item 1.2. In that evaluation, it was stated that there was insufficient information to determine the acceptability of the performance capability of the time history recorders.

The reviewer also stated the recorded data may not be output in a readable and meaningful format. The information provided in Attachment 1 addresses these concerns and supplements our response to Generic Letter 83-28 provided by our letter dated April 6, 1984 (PY-CEI/NRR-0100L).

Attachment 1 PY-CEI/NRR-0397 L RESPONSE TO TECHNICAL EVALUATION REPORT COHMENTS The analog time history recorders are described in Section 1.2.2.2 of our response to Generic Letter 83-28. All of the parameters (listed in Attachment C to our response) monitored by these instruments are normally recorded constantly during plant operations and therefore information at least 5 minutes prior to, and 10 minutes after, a plant trip will be retained.

As stated in our response, the majority of these analog parameters are recorded on single or dedicated multi pen strip chart recorders. These type of recorders are continuous plot recorders, therefore there is no interval between data points. Ce-tain parameters that change relatively slowly (such as temperatures and turbine supervisory instruments) are monitored by multipoint recorders. The sampling rate on these recorders generally depends on the number of parameters monitored and may exceed 10 seconds between data points for a given parameter. Attachment 2 to this letter is a revised listing of the recorders available for' post trip review at PNPP. This list updates and supplements Attachment C of our June 24, 1984 response and includes indication of those parameters that are recorded on strip chart recorders. The listing has been updated as required to indicate the as built plant instrumentation.

Attachment 3 is a summary list of these recorders which demonstrates that all parameters required to be monitored by time history recorders (GL 83-28 Table 1.2-2) are sampled continuously. This meets the requirements of GL 83-28 for time history recorders.

dithrespecttothereadabilityoftheoutputformat, recording devices were reviewed as part of the Control Room Design Review required by NUREG 0737 Supplement 1 and were found to be acceptable (NRC letter dated 8/28/85). This program included a human factors review of recording devices in the control room and demonstrates compliance with the intent of Generic Letter 83-28 for formatting of recorded data.
