BRIEF LOSS OF DECAY HEAT REMOVAL AT RANCHO SECO At cpproximately 9:47 PDT, October 3, 1986, decay heat removal was lost for tpproximately 13 minutes at Rancho Seco. The plant has been in cold shutdown fcr approximately 281 days. Prior to the loss of cooling, decay heat removal ic:p B was in operation. Loop A was not functional due to a planned

. maintenance activity in process. The reactor coolant system was drained to cid-loop.

Ls:2 of decay heat removal was caused by closure of an isolation block valve on tha decay heat removal pump suction. The valve closure was due to a spurious cignal received by Safety Features Actuations Systems (SFAS) analog channel B.

Tha licensee believes the spurious signal was generated by a electrical transient on 120 volt vital AC bus SIB.

Inc:re themocouples readings remained stable at approximately 84*F. The resident in:pector staff is investigating. The three counties surrounding the plant have b :n notified, and the licensee has made the information available to the media.
