Facility: Consumers Power Company Licensee Emergency Classification:

Palisades Nuclear Power Plant Notification of an Unusual Event Covert, MI 49043 Alert Site Area Emergency Docket No. 50-255 General Emergency X Not Applicable

Subject:

SHUTD0WN TO REPAIR TURBINE CONTROL SYSTEM On April 12, 1987, the reactor was manually tripped as a result of a leak in the electrohydraulic control (EHC) system for the main turbine. The plant had been operating at 75 percent power, but began to reduce power when the leakage was discovered at 5:30 a.m.

(EDT) on April 12. When reactor operators were unable to maintain hydraulic pressure in the EHC system, they manually tripped the reactor from 66 percent power.

The Senior Resident Inspector was in the control room and observed the operators' actions.

Followup actions went smoothly as operators used the plant's new emergency operating procedures for the first time.

The control system leakage was believed to be caused by fatigue failure of the impeller of a pump in the EHC system. Pump repair is underway, and the licensee currently expects the plant to resume operations later in the week.

l On April 11, 1987, the licensee had completed all prerequisites for power ascension above the 60 percent level. With Region III (Chicago) concurring, the licensee began increasing power and had reached the 75 percent level when the EHC system problem occurred.

The State of Michigan will be informed.

The licensee notified the Headquarters Duty Officer of the reactor trip at 6:12 a.m.

on April 12, 1987. T s information is cu ent . of 10:00 a.m. , April 13, 1987.
