Daugines, Public Affairs Officer 2. Enforcement Conference An Enforcement Conference was held in the NRC Region III office on December 3, 1993. This conference was ~ coiiducted as a result of the preliminary findings of the inspections conducted on October 14 through November 22, 1993, and October 14 through November 3, 1993, in which apparent violations of NRC regulations and license conditions were identified. No. 50-255/93026 and No. 50-255/9302 The purposes of this conference were to: (1) discuss the apparent violations, their causes, and the licensee's corrective actions; (2) determine if there were any escalating or mitigating circumstance',; and (3) obtain any information which would help determine the appropriate enforcement actio The licensee's representatives did not contest any of the apparent violations and were in 4greement with the NRC's understanding of the facts in the areas of concer.. The licensee's representatives described the events which led to the apparent violations, including root causes and corrective actions taken and planned. A summary of the licensee's corrective actions is included in the attached handout that the licensee provided at the conference (Attachment 1). Included among these were the corrective actions taken in response to the cooldown event. Also included were the corrective actions for engineering design issues associated with the undersized coils for the containment high pressure and containment high radiation relays, and the inadequate trip settings for engineered safeguards room cooler fan motor thermal overload relay Finally, the licensee outlined its multi-disciplinary review of these and other engineering design issues and the planned corrective actions to prevent recurrence of such issue At the conclusion of the meeting, the licensee was informed that it would be notified in the near future of the final enforcement actio The NRC determined that the violations relating to the excessive cooldown rate event of September 17, 1993, were Severity Level IV violations. The associated Notice of Violation is being issued with this report (Violation - cooldown rate exceeded: 50-255/93030-01; Violation - procedures not implemented as required: 50-255/93030-02; Violation - procedures not appropriate to circumstances: 50-255/93030-03).
