Consumers Power Company subject: DISCIPLINE OF FOUR CONSUMERS PCWER EMPLOYEES News accounts appearing in the Sunday Chicago Tribune and on Sunday TV in ,

the State of Michigan reported that four Consumers Power employees were disciplined for refusing to work at the Palisades. Nuclear facility. The four employees were normally assigned to work at non-nuclear plants in the Bay City, Michigan, area but approximately 2-1/2 weeks ago were directed-to report to the Palisades Plant to supplement the work force during the current outage. According to Consumers Power management, -

their. refusal to work was not based on specific complaints with regard to the Palisades Plant. According to the news accounts, one of the individuals asked for a company letter which would state that radiation would have no affect on his health now or in the future but the request was denied. The news accounts also reported that the employees and their union officials would fight the utility's action and would begin a battle for the workers' rights to reject assignments in the nuclear facilities.

. Future regional action will be based on the results of NRC contacts with the involved individuals. No press release will be made by NRC.

Region III, Chicago, Illinois, first learned of the occurrenc.e through, the news media reports on March 14, 1976. The NRC resident inspector confirmed the news story by telephone discussion with the licensee on March 14 1976.
