Subject:

SHUTDOWN FOR RHR VALVE REPAIR The unit was shut down on October 16, 1985, to repair a leaking Residual Heat Removal System (RHR) shutdown cooling suction isolation valve. The valve is located inside the reactor containment.

The licensee declared an Unusual Event under its emergency plan at 12:29 p.m. on 4 October 15, 1985, because unidentified leakage in the containment exceeded the Technical Sp:cification limit of 1 gallon per minute. During a containment entry, licensee personnel identified the leakage as being from the RHR isolation valve, and terminated the Unusual Event classification at 10 p.m.

The Unusual Event was subsequently reinstated at 5 a.m., October.16, 1985, as the leakage from the RHR isolation valve continued to increase, reaching a rate of about 3.6 gallons per minute. A plant shutdown was initiated at that time to repair the valve. The valve packing was replaced, but during post-maintenance testing, the motor operator for the valve failed.

The licensee is replacing the motor and expects to return the unit to service on October-19.

The Resident Inspector is monitoring the licensee's repair activities.

The State of Michigan will be notified.

Region III (Chicago) was notified of this event by the Headquarters Duty Officer on October 15, 1985. Additional information was subsequently obtained by the Resident Inspector.
