'4 NOTICE OF VIOLATION ,

Consumers Power Company Docket No.- 50-255 Palisades Nuclear Generating Plant License No. DPR-20 During an NRC inspection conducted on December 7 through 18,

-1992, a violation of NRC requirements was_ identified. In e accordance with the " General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR_Part~2, Appendix C, the violation is listed below:

b Technical Specification 4.0.5.a states ". .. inservice testing of ASME Code Class 1, 2, and 3 pumps and_ valves shall be performed in accordance with Section XI of the ASME Boiler and.

Pressure Vessel Code . . . " ASME Section XI, INV-3522,

" Exercising Procedure," states, in part " check valves shall' be-exercised to the positic.n required to fulfill their function..."

Contrary to the above, inservice test procedure QO-8B, dated October 2, 1992, contained inadequate acceptance criteria to verify that the following check valves were exercised to their '

tull open position (50-255/92028-Cl(DRS)).

a. Primary coolant loop check valves CK-ES3101, CK-ES3116, .

CK-ES3131, and CK-ES3146 required 8000 gpm flow to verify full open, whereas the test acceptance criteria was 1200-3 1800 gpm.

b. Low pressure safety injection check valves CK-ES3103,-

CK-ES3118, CK-ES3133, and CK-ES3148 required 1600 gpm flow-to verify full-open, whereas the test acceptance criteria was 1200-1800 gpm.

This is a Severity Level IV violation (Supplement I.D.3).

" Reply to a Notice of Violation"_and should include for each violation: (1) the reason for the violation,'or, if contested,_

the basis for disputing the violation, (2) the corrective steps-l that have been taken and the results achieved,.(3) the corrective E steps that will be taken to avoid further violation, and (4) the
