CAL ISSUED ALLOWING RESTART OF PALISADES (UPDATE)

After an attempted critical approach on March 27, 1987, the Palisades plant was taken back to cold shutdown to replace a nuclear instrument detector which did not indicate properly.

Tha Palisades plant had been shut down since a trip on May 19, 1986, during which several equipment malfunctions were noted. As a result of the concerns raised by the NRC, the licensee comitted to go to cold shutdown and investigate a variety of problems and a Confirmatory Action Letter (CAL) was issued on May 21, 1986. A ten month outage ensued during which the licensee identified and corrected a number of design bases and material condition problems. On March 26, 1987, the licensee notified the Regional Administrator that all commitments had been met and requested permission to restart. Authorization was granted on March 27, 1987, to restart but replacement of a failed nuclear instrument required the plant to return to cold shutdown. The licensee estimates completion of the work by April 1, 1987.

The State of Michigan will be notified.
