Subject:
ICING OF TRANSMISSION LINES On February 1,1977, Palisades reported heavy icing of trar&smission lines and towers from cooling tower vapor drift. The licensee had in previous safety analyses considered the simultaneous loss of four reactor coolant pumps as being incredible, but based upon observed icing, no longer can support this position. The licensee is presently holding reactor. power et 60% power awaiting analysis of the loss of four reactor coolant pumps and reanalysis of the structural integrity M*E of the transmission towers.
The resident inspector has communicated this matter to NRR and is following this matter closely.

The State of Michigan has been notified.
I The resident inspector received notification of this situation by telephone from the Plant Manager at 10:20 a.m., February 1,1977.
