SUBJECT:

ALLEGATIONS MADE BY SECURITY GUARDS On January 9,1978, Region III (Chicago) received a letter from an Auxiliary Operator at Palisades who expressed concern about a high rate of turnover on the part of site security guards. The op2rator and several security guards

'were subsequently interviewed during the period January 11-13, 1978. During these interviews, allegations were made that there were possible irregularities I concerning weapons qualifications, response to Vital Areas Alarms, searching procedures, and vehicle control within the Protected Area. Statements were obtained from two guards during the period January 17-20, 1978, regarding those allegations, and the investigation is being further pursued by Region III personnel who are presently at the site.

On January 25, l'978, the Region III Public Affairs Officer was contacted by a reporter with the Detroit Free Press who has apparently been interviewing guards at Palisades this week. The reporter indicated that he would publish 8/

an article on January.26, 1978, describing the allegations developed by him.

Additional media interest is anticipated.

The State of Michigan has been advised both of the allegations and the ongoing NRC investigation.

This PN is being issued to alert the Commission of the likelihood of media interest in this matter.
