The information presented is as initially received without verification or evaluation and is basically all that is known by OIE staff as of 1:00 p.m. on the date of this notification. THREAT OF SABOTAGE TO FACILITY Consumers Power Company reported that a threat of sabotage to the plant had been made by a resident of South Haven, Michigan. The threat was overheard by another resident of South Haven, who informed the State Police. The State Police advised Consumers Power of the threat on 7

Palisades Plant out of commission in three ways: by dropping a Volkswagon battery in the cooling water intake, with a well-placed :W shot from a 22 caliber rifle, and the third method was not stated.

( Investigation by Consumers Power through the State Police disclosed that the individual who made the threat was presently unemployed and was a mental patient. Consumers Power Company's evaluation is that the individual does not pose a direct threat to the facility. The Region III Resident Inspector will contact the FBI in Benton Harbor regarding the threat.

No press release has been made or is planned by the licensee.

The Region III Resident Inspector received notification of this occur-rence by direct discussion with the Plant Superintendent on December 3, 1975. Region III was notified at 10:00 a.m., December 4, 1975.
