On December 12, 1986, an unidentified male telephoned both the Bargor\', Michigan, Fire Department and the South Haven (MI) Tribune newspaper threatenirig to randomly shoot at the Palisades Plant. Both organizations notified the Michigan State Police, who then notified tha licensee at about 12:32 p.m. (EST).

Tha threat, recorded by the Bangor Fire Department, included 'the statement that "in 30 minutes I will start randomly shooting at the Palisades Nuclear Plant."

The licensee declared an "ucusual event" at Ih:46;h.n. (EST), in accordance with its emerg:ncy notification procedures, and notified local law enforcement agencias and the FBI.

Incr:ased security force and law enforcement armed' personnel have been positioned on site.

Visitation and general access to open areas of the plant have been restricted. D. C. Cook Nucl:ar Plant officials have been advised of the threat because of the plant's proximity to Palisades.
