August 9, 1982 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE PN0-II-82-92 This preliminary notification constitutes EARLY notice of events of POSSIBLE safety or public interest significance. The information is as initially received without verifi-cation or evaluation, and is basically all that is known by the Region II staff on this date.

SUBJECT:

RADI0 ACTIVE RELEASE EXCEEDING TECHNICAL SPECIFICATIONS The licensee reported that, at 2:45 a.m. on August 8, it exceeded the controlled release rate of gaseous radioactivity from the ventilation system exhaust, as specified by technical specifications. The release occurred during planned venting of charging pump 1A. The venting operation lasted for 15 minutes.

The gaseous radioactivity (principally xenon-133) was released at a rate which exceeded technical specifications by 14 percent. No particulate or iodine radioactivity was released. The licensee estimates that the release amounted to 19 curies.

Readings from thermoluminescent dosimeters off site and downwind indicated no increase over background levels. No personnel contamination occurred. An unusual event was declared at 7:35 a.m. on August 8 after the licensee determined that the controlled release rate had been exce.eded. The unusual event designation was lifted at 8:50 a.m.

on August 8.

Media interest is expected. The licensee does not plan to issue a news release, but is prepared to respond to media inquiries. The NRC does not plan a news release.

The Commonwealth of Virginia has been informed.

Region II (Atlanta) received notification of this occurrence by telephone from the NRC incident response center at 8:10 a.m. on August 8.
