PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE -- PNO-78

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

Virginia Electric and Power Company Surry, Unit No. 2 Docket No. 50-281 Surry, Virginia SUBJECT :

SHUTDOWN OF UNIT 2 TO RESOLVE QUESTIONS ON HYDRAULIC SHOCK SUPPRESSORS AND CONTAINMENT VALVE LEAK TIGHTNESS The licensee is shutting down Unit No. 2 (Unit No.1 is already shutdown for a refueling outage) as a result of preliminary findings of an NRC investigation of allegations relating to the adequacy of snubber inspec-tions conducted in April 1978.

possible additional problems related to containment isolation valve leak i

tightness and valve maintenance pracitices.

The licensee has initiated j

1 detailed inspections of the snubbers in Unit No.1.

A similar inspection 1

on Unit No. 2 will begin tonight. Appropriate corrective action to assure

~ s containment i' olation valve leak tightness will also be initiated by the licensee. !

Region II inspectors are onsite continuing the investigation of these issues.

An Immediate Action Letter has been sent to VEPC0 confirming that the units will stay down until these issues are resolved.

Media interest is expected due to the continuing Media interest in VEPC0 activities.

The licensee plans to issue a news release.

The NRC does not plan to issue a news release.

The Commonwealth of Virginia has been notified.

___ Region II (Atlanta) received notification of this occurrence by telephone from inspectors on site at 4:45 p.m. on May 23.
