I PRELIMINARY NOTIFICATION il October 22, 1976 PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE--PNO-76-175 l

This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance. The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff on this date.

Facility:

Virginia Electric and Power Company Surry Unit No. 2

Subject:

CHLORIDE STRESS CORROSION OF CONTAINMENT RECIRCULATION SPRAY PIPING.

On 10/7/76 the licensee reported evidence of chloride stress corrosion on the discharge piping of "A" Recirculation Spray Heat Exchanger on Unit No. 2.

On 10/21/76 the licensee reported that this corrosion is more extensive than originally thought and that all of the stainless steel piping from the discharge of the "A" Containment Spray Pump to the 47 foot level in the Containment will have to be replaced. Unit

  • No. 2 was scheduled for startup on 10/23/76 following steam generator tube repairs.

Startup will now be delayed approximately 3 weeks as a result of these piping problems.

The apparent cause is in-leakage of chlorides through cracks in the Recirculation Spray Heat Exchanger, allowing a buildup of contaminated water in the normally dry spray piping.

The "B" Containment Recirculation Spray System on Unit No. 2 and the Surry Unit No. 1 Containment Spray System are currently being inspected for similar indications. Unit No. 1 is presently in a refueling shutdown.

NRC Region II (Atlanta) received notification of this occurrence by telephons from the Plant Manager at 2 p.m. on 10/21/76.

A Region II metallurgist was onsite this week to review this matter.
