PRELIMINARY NOTIFICATION OF EVENT OR UNUSUAL OCCURRENCE -- PNO-78-08 This preliminary notification constitutes EARLY notice of an event of POSSIBLE safety or public interest significance.

The information presented is as initially received without verification or evaluation and is basically all that is known by IE staff as of this date.

FACILITY:

Virginia Electric and Power Company Surry, Unit Nos.1 and 2 Docket Nos. 50-280 and 50-281 Surry County, Virginia

SUBJECT:

ALLEGATIONS OF IMPROPER PRACTICES AT SURRY POWER STATION On January 18, VEPC0 notified Region II (Atlanta) that a welder at the Mount Storm fossil facility had been caught stealing welding rods.

The welder, who has been suspended, stat that he had worked at the Surry facility during 1975-1976 and had knowledge of improper practices at Su rry. The individual would provide details to the VEPC0 President only.

The VEPC0 President interviewed the welder during the morning of January 19. During this interview, the individual made allegations concerning falsification of weld traveler records, welds being made by.

gation and is notifying all parties to the North Anna hearing.

A Region II investigation team has been formed and will travel to VEPC0 Corporate Offices this evening to commence an independent NRC investigation.

Media interest is anticipated due to the continuing interest in VEPC0 I'

and the North Anna licensing process.

VEPC0 is considering issuing a i

news release.

NRC does not plan to issue a news release. The Commonwealth

!A of Virginia has been notified.
