SUMMARY

OF SEPTEMBER 14, 2021, CLARIFICATION CALL WITH HOLTEC DECOMMISSIONING INTERNATIONAL, LLC, REGARDING SECOND FOLLOW-ON EMERGENCY PREPAREDNESS REQUEST FOR ADDITIONAL INFORMATION (EPID: L-2021-LLA-0021)

At the request of the licensee, Holtec Decommissioning International, LLC (HDI), the U.S. Nuclear Regulatory Commission (NRC) had a clarification call with HDI on September 14, 2021. The purpose of the meeting was a clarification teleconference to ensure the licensee understands the second follow-on Request for Additional Information (RAI) questions that were provided on September 8, 2021 (Agencywide Documents Access and Management System [ADAMS] Accession No. ML21257A383) for the Pilgrim Nuclear Power Station (Pilgrim) Independent Spent Fuel Storage Installation Emergency Preparedness application review.

The meeting began with opening remarks by the NRC staff, followed by introductions of the attendees. A list of attendees is provided in the Table below:

NRC HDI Amy Snyder, NMSS Andrea Sterdis Keith Miller, NSIR David Noyes Michael Norris, NSIR Mary Gatlick NRC acknowledged HDIs the quick turn around on the RAI response (ADAMS Accession No. ML21250A345) and thanked HDI for providing a complete clean version of the Emergency Preparedness Plan (EP) plan, but because the NRC staff found inconsistencies in the RAI response and the resubmitted EP Plan, the NRC requested that the licensee resolve these inconsistencies. HDI said that it appreciates the clarification call and the NRC quick response in evaluating its RAIs and the opportunity for another clarification call. HDI commented that it is still on track to complete its spent fuel transfer campaign in November 2021 and will continue to expediate its responses to the NRC on this licensing proceeding. HDI said that it overlooked a few things regarding document version control and will address it through its corrective action program.

Each RAI question was reviewed to ensure that the licensee understood the questions. HDI confirmed that the Fire Department is a 24/7 fire department and is the agreed upon touch point for contacting the Town of Plymouth. Also, HDI confirmed that it introduced an error on Emergency Action Level (EAL) Chart by submitting the wrong EAL basis version. HDI stated that there were also additional changes to the document that were made between RAI 1 and

RAI 2 documents, but they were consistent with the changes made in the RAI 1 response. HDI noted that the words Within the owner-controlled area will be added to RAI 2 response. HDI said that it plans to send a clean version of the EALs for the NRC to review with its response.

Also, HDI noted that it will delete the two definitions in its EP plan as indicated in its supplemental submittal.

HDI estimates that its RAI responses will be submitted to the NRC within approximately one week. The NRC summarized the remainder of the review process schedule and determined that the review is likely to remain on track for an end of October 2021 completion given the wiliness of HDI to submit its response in an expediated manner.

At this meeting, the NRC staff made no regulatory decisions about the merits of the HDI proposed RAI responses.
