OF PUBLIC MEETINGS ON THE DRAFT SUPPLEMENTAL ENVIRONMENTAL IMPACT STATEMENT REGARDING THE PILGRIM NUCLEAR POWER STATION, LICENSE RENEWAL REVIEW (TAC NO.
On Wednesday, January 24, 2007, members of the U.S. Nuclear Regulatory Commission (NRC) staff held public meetings at the Radisson Hotel Plymouth, Harbor Ballroom, concerning the staffs environmental review of the application submitted by Entergy Nuclear Operations, Inc. (Entergy), for renewal of Pilgrim Nuclear Power Station (Pilgrim) operating license. The purpose of the meetings were to provide the public with an opportunity to comment on the draft supplemental environmental impact statement (DSEIS) which was issued in December 2006.
Formal presentations were made by the NRC staff and the EarthTech staff.
The DSEIS is a plant-specific supplement for Pilgrim to the ?Generic Environmental Impact Statement for License Renewal of Nuclear Plants (NUREG-1437). The NRC staff described the overall license renewal process, provided a description of the National Environmental Policy Act review process, and discussed the environmental requirements outlined in Title 10 of the Code of Federal Regulations Part 51 (10 CFR Part 51). The NRC staff also described the preliminary results of their analyses. The environmental impacts of continued operation were predicted to be small, with the exception of some marine aquatic resources. Due to entrainment and impingement, the continued operation of the cooling water system would have moderate impacts on the local winter flounder population, and the Jones River population of rainbow smelt, respectively. Continued operation of the cooling water system would have small to moderate impingement and entrainment impacts on other marine aquatic species as well.
The impacts of alternatives (including the no-action alternative) were predicted to have impacts in at least some environmental aspects that could reach moderate or large significance.
After the formal presentations were given by the NRC staff, members of the public were invited to provide comments. Approximately 150 people attended the two sessions including members of the public, Entergy, local citizen organizations, and local news media.
In an effort to improve communication and increase interaction with members of the public, the NRC staff conducted open houses for one hour before each meeting and encouraged the public to submit meeting feedback forms. The staff provided displays and brochures and met with members of the public to answer questions about the proposed renewal of the Pilgrim operating license.
A combined listing of attendees for both public meetings is provided in Enclosure 1. Enclosure 2 is a copy of the meeting handouts provided during the public meeting open house. The closing date to accept comments on the Pilgrim DSEIS was February 28, 2007. The NRC staff will consider all comments on the Pilgrim DSEIS and make any necessary revisions to the document prior to issuing its final supplemental environmental impact statement, scheduled for July 2007.

No formal comments on the Draft Supplemental Environmental Impact Statement (DSEIS) will be accepted during the informal discussions. To be considered, comments must be provided either at the transcribed public meetings (see agenda, above) or in writing, as described in the attached Federal Register Notice.
Welcome to the NRCs Open House Associated with the Environmental Review for the proposed License Renewal of Pilgrim Nuclear Power Station This open house is intended to provide an opportunity for interested members of the public and staff from other Federal, State, and local agencies to interact with the NRC staff in an informal information exchange.
The NRC is gathering information necessary to prepare a Supplemental Environmental Impact Statement (SEIS) to the Generic Environmental Impact Statement (GEIS) for License Renewal of Nuclear Plants, regarding the proposed renewal of the operating license for Pilgrim Nuclear Power Station. Please note that if you wish to provide formal comments regarding the draft Supplemental Environmental Impact Statement (DSEIS) to the GEIS, they must be presented at todays transcribed public meeting, or provided in writing or by e-mail by February 28, 2007. Comments received after this date will be considered if it is practicable to do so, but the NRC staff is able to assure consideration only for comments received on or before this date.
