SUMMARY

OF FEBRUARY 9, 2021, CLOSED MEETING WITH HOLTEC DECOMMISSIONING INTERNATIONAL, LLC, REQUEST FOR ADDITIONAL INFORMATION CLARIFICATION MEETING REGARDING PROPOSED INDEPENDENT SPENT FUEL STORAGE INSTALLATION SECURITY PLAN CHANGE FOR THE PILGRIM NUCLEAR POWER STATION - ALTERNATIVE MEASURES (L-2020-LLA-0230)

The U.S. Nuclear Regulatory Commission (NRC) conducted a closed meeting at the NRC headquarters with representatives of Holtec Decommissioning International, LLC (HDI) on February 9, 2021. The purpose of the meeting was a clarification meeting to ensure HDI understands the request for additional information (RAI) questions that were issued on January 15, 2021 (Agencywide Document Access and Management System (ADAMS)

Accession No. ML21013A523) for the Pilgrim Nuclear Power Station (Pilgrim) Independent Spent Fuel Storage Installation (ISFSI) physical security plan amendment application -

alternative measures.

The meeting began with opening remarks by the NRC staff, followed by introductions of the attendees. A list of attendees is enclosed. The number of attendees was limited to the essential staff and strict NRC Coronavirus Disease 2019 protocols were followed.

The NRC staff reviewed each RAI to ensure understanding. HDI asked clarifying questions to ensure it understood the intent and level of detail expected by the NRC reviewers. The discussion of the RAIs involved both official use only - security related information (OUO-SRI) and safeguards information (SGI) that are not made publicly available. HDI explained that it plans on submitting the RAI responses as well as the engineering technical evaluations identified in its December 10, 2020, letter (ADAMS Accession No. ML20346A047) by February 25, 2021. The submittals will contain OUO-SRI and SGI and therefore will be sent via either overnight mail or hand delivered to the NRC. The NRC and HDI agreed to coordinate logistics so that the submittal will be received and provided to the NRC technical reviewers on or close to February 25th.

The NRC staff informed HDI that upon submittal of RAI responses and the supplemental information, the NRC staff evaluated them, and then develop the rest of the NRC review reschedule. The NRC also, takes into consideration the complexity of the review, NRC resources, as well as any schedule needs identified by the licensee before finalizing the review schedule.

At this meeting, the NRC staff made no regulatory decisions regarding the merits of the proposed physical security plan change at Pilgrim.
