SUMMARY

OF MAY 3, 2021, REQUEST FOR ADDITIONAL INFORMATION RESPONSE CLARIFICATION CALL WITH PACIFIC GAS AND ELECTRIC COMPANY REGARDING PROPOSED REVISION TO THE HUMBOLDT BAY POWER PLANT, UNIT 3 LICENSE TERMINATION PLAN The U.S. Nuclear Regulatory Commission (NRC) conducted a clarification call with Pacific Gas and Electric Company, the licensee, on May 3, 2021. The purpose of the meeting was a clarification teleconference to ensure NRC staff understands certain aspects of the request for additional information (RAI) responses that were submitted on April 29, 2021 (Agencywide Document Access and Management System Accession No. ML21119A214) for the Humboldt Bay Power Plant, Unit 3 proposed license application request to revise the License Termination Plan.

The meeting began with opening remarks by the NRC staff, followed by introductions of the attendees. A list of attendees is enclosed.

The NRC staff reviewed RAI response to ensure understanding related to the bounding dose provided in RAI response 1 b paragraphs (last paragraph on page 3 of 4 and last paragraph on page 4 of 4) based on its data set. Also, the NRC staff stated it was unclear whether the licensee could reanalyze samples if needed at the present time.

Regarding the bounding dose it determined from the quality assurance data set, the Licensee stated it would review its calculations and supplement the RAI response, if needed. Regarding reanalysis, the Licensee stated that it believes it has obtained all the samples relevant for demonstrating the Final Status Survey of the site but it neglected to archive its samples such that additional analysis of the samples is not possible.

The licensee explained that if it determines it needs to update its RAI response after checking its bounding dose estimate, it would provide a supplement by the end of May 2021.

The NRC staff informed the Licensee that the NRC staff believes that it will be able maintain its current review schedule provide any supplemental information is submitted by the end of May 2021.
