SUMMARY
OF OCTOBER 20, 2015, TELECONFERENCE WITH ENTERGY NUCLEAR OPERATIONS TO DISCUSS PROPOSED CHANGES TO EMERGENCY RESPONSE ORGANIZATION TRAINING FOR PILGRIM NUCLEAR POWER STATION (CAC NO. MF7005)
On October 20, 2015, a Category 1 public teleconference was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Entergy Nuclear Operations, Inc.
(Entergy, licensee). The meeting notice and agenda dated October 8, 2015, is publicly available in the Agencywide Documents Access and Management System (ADAMS) at Accession No. ML15281A128. The purpose of the meeting was to discuss the licensee's proposed changes to the training of one group of the Emergency Response Organization (ERO) pursuant to Title 10 Code of Federal Regulations (10 CFR) 50.54(q) for Pilgrim Nuclear Power Station (Pilgrim). A list of attendees is provided in Enclosure 1.
The licensee presented information on the background and details of the proposed request (see ADAMS Accession No. ML15292A013 for handouts). The licensee discussed the background and history of the proposed changes.
In a July 14, 2006, letter (ADAMS Accession No. ML062060315), the licensee proposed a change to the Pilgrim Emergency Plan (EP) to substitute a Chemistry Technician (Chem Tech) for a second on-shift Radiological Protection Technician (RP Tech) to handle ERO responsibilities during the early part of an event for Pilgrim. As part of that proposal, the licensee indicated it would (1) provide in-depth training of the Chem Tech and (2) remove the second RP Tech from the shift. This proposal was submitted for NRC review and approval. In a letter dated February 5, 2007 (ADAMS Accession No. ML070320486), the NRC responded to the licensee's July 14, 2006 request, transmitting the NRC safety evaluation (SE) which concluded that the proposed changes do not decrease the effectiveness of the licensee's EP and the EP, as changed, continues to meet the standards of 10 CFR 50.47(b) and the requirements of Appendix E to 10 CFR Part 50. The SE also concluded that NRC approval was not necessary for the proposed change. Recently, the licensee discovered that it is not providing the in-depth training for the on-shift Chem Techs as documented in the letter dated July 14, 2006. As part of the immediate corrective actions, a second RP Tech was added to each shift to restore the original staffing level. The licensee determined that it could provide a reduced scope of training for the on-shift Chem Techs so they could provide some RP functions for the first 30 minutes of an emergency. This limited training is supported by the licensee's on-shift staffing study.
In the meeting the licensee indicated that it had determined that the level of training for Chem Techs acting for RP Techs described in the July 14, 2006, letter exceeds actual requirements of the ERO function. The licensee described its proposal to: (1) return to on-shift Chem Techs fulfilling the RP Tech ERO function for the first 30 minutes of ERO initiation; (2) reduce the scope of the Chem Tech training; and (3) submit to the NRC the proposed changes for review and approval prior to implementation (in a license amendment request).
The NRC staff queried the licensee about several aspects of the proposed changes.
Specifically, the NRC staff noted that the licensee should make the determination of "reduction in effectiveness" according to the provisions of 10 CFR 50.54(q). In addition, the NRC staff requested that the licensee determine the rationale of having two RP technicians for the ERO functions instead of one. The NRC staff also requested the licensee to include the on-shift staffing study referenced in the discussion as an Appendix to the proposed license amendment.
The licensee acknowledged the NRC staff's questions and comments and stated that they will be considered as the licensee continues to prepare its submittal. No regulatory decisions were made at the meeting.
The licensee tentatively plans to submit a license amendment request in late November 2015, for the proposed ERO changes discussed.
