The U.S. Nuclear Regulatory Commission plans to issue an Amendment to Renewed Facility Operating License (RFOL) No. DPR-35 for Pilgrim Nuclear Power Station (Pilgrim) by the end of October 2021, in response to the Holtec Decommissioning International application dated February 18, 2021 (ADAMS Accession No. ML21049A192), as supplemented on May 20 (ADAMS Accession No. ML21140A045), July 29 (ADAMS Accession No. ML21210A381, September 7 (ADAMS Accession No. ML21250A345) and September 17, 2021 (ADAMS Accession No. ML21260A225).

The proposed amendment would revise the RFOL and the associated Emergency Plan and Emergency Action Level Scheme. The proposed changes are being submitted to the NRC for approval prior to implementation, as required under 10 CFR 50.54(q)(4) to reflect the permanently shutdown status of the decommissioning facility to ensure plant safety once all spent fuel has been permanently moved to Pilgrim ISFSI II, an activity which is currently scheduled for completion in mid-November 2021. The NRC issued an Federal

Register Notice on April 20, on the proposed no significant hazardous determination. I have attached the FRN.

If the Commonwealth of Massachusetts has any comments regarding this license amendment request, or the proposed no-significant hazards determination, please e-mail me your comments by the close of business on October 15, 2021. Please also let me know if you have no comments.
