SUMMARY
OF FEBRUARY 9, 2021, CLOSED MEETING WITH HOLTEC DECOMMISSIONING INTERNATIONAL, LLC, PRE-AMENDMENT MEETING REGARDING PROPOSED INDEPENDENT SPENT FUEL STORAGE INSTALLATION SECURITY PLAN - CHANGE FOR THE PILGRIM NUCLEAR POWER STATION (EPID L-2021-LRM-0014)
The U.S. Nuclear Regulatory Commission (NRC) conducted a closed meeting at the NRC headquarters with representatives of Holtec Decommissioning International, LLC (HDI) on February 9, 2021. The purpose of the meeting was to discuss a proposed license amendment request to revise the Pilgrim Nuclear Power Station (Pilgrim) Independent Spent Fuel Storage Installation (ISFSI) physical security plan.
The meeting began with opening remarks by the NRC staff, followed by introductions of the attendees. A list of attendees is enclosed. The number of attendees was limited to the essential staff and strict NRC Coronavirus Disease 2019 protocols were followed.
HDI plans to relocate the spent fuel casks on the original ISFSI to the new ISFSI on-site (referred to as ISFSI II) located approximately 75 feet above sea level and all the remaining spent fuel in the pool to ISFSI II during phase II of its spent fuel transfer campaign. Upon completion of phase II of its spent fuel transfer campaign, all the spent fuel will be located on ISFSI II; no spent fuel will be in the spent fuel pool nor the original ISFSI pad. Changes to the Pilgrim ISFSI physical security plan will be needed because its current ISFSI physical security plan addresses the original ISFSI, ISFSI II, and the fuel loading configuration. HDI plans to submit its amendment application by the end of February. HDI said that the application will include when it would like the NRC to complete its review. HDI hopes to implement the plan, if approved, soon after it completes phase II of its spent fuel transfer campaign.
During the meeting, HDI discussed its proposed physical security strategy for the ISFSI II - only configuration. The discussion of the proposed changes to the ISFSI physical security plan at Pilgrim contained both Official Use Only - Security Related Information and Safeguards Information that are not made publicly available. HDI explained that it plans to provide an application similar to other ISFSI-Only physical security plans that have been reviewed and approved by NRC but specific to the Pilgrim site.
The NRC staff informed HDI that upon submittal of an application for amendment, the NRC staff will perform an acceptance review to determine if the application is of sufficient quality for the NRC staff to begin its detailed technical review. If accepted for technical review, the NRC staff will determine the review schedule based on the complexity of the submittal and available resources. The NRC also, takes into consideration any schedule needs identified by the licensee before finalizing the review schedule.
