SUMMARY

OF JANUARY 31, 2020, CLOSED MEETING WITH HOLTEC DECOMMISSIONING INTERNATIONAL, LLC, PRE-AMENDMENT MEETING REGARDING PROPOSED INDEPENDENT SPENT FUEL STORAGE INSTALLATION SECURITY PLAN CHANGE FOR THE PILGRIM NUCLEAR POWER STATION (EPID L-2019-LRM-0008)

The U.S. Nuclear Regulatory Commission (NRC) conducted a closed meeting with representatives of Holtec Decommissioning International, LLC (Holtec or the licensee) on January 31, 2020. The purpose of the meeting was to discuss a proposed license amendment request to revise the Pilgrim Nuclear Power Station (Pilgrim) Independent Spent Fuel Storage Installation (ISFSI) physical security plan.

The meeting was kicked off with opening remarks by the NRC staff, followed by introductions of the attendees. A list of attendees is provided in enclosure 1 and a publicly available version of the licensees presentation slides for this meeting are provided in enclosure 2.

Holtec plans to relocate the spent fuel casks on the current ISFSI pad to the new ISFSI pad on-site, located approximately 75 feet above sea level. Presently, the new ISFSI pad does not hold any spent fuel casks. Also, currently there is spent fuel located in the spent fuel pool. Holtec plans to remove the spent fuel in the pool and load it into casks bound for the new ISFSI pad on-site. Eventually, it plans to store all its spent fuel casks on the new ISFSI pad. Changes to its ISFSI physical security plan will be needed because its current ISFSI physical security plan addresses the existing ISFSI pad and fuel loading configuration.

During the meeting, Holtec reviewed each phase of its spent fuel campaign. Holtec also discussed its proposed physical security strategy for each new phase. The discussion of the proposed changes to the ISFSI physical security plan at Pilgrim contained safeguards information. Safeguards information is not made publicly available.

The review schedule identified in enclosure 2 is proposed by Holtec. The NRC staff informed Holtec that upon submittal of an application for amendment, NRC will perform an acceptance review to determine if the application is of sufficient quality for the staff to begin its detailed technical review. If accepted for technical review, the staff will determine the review schedule based on the complexity of the submittal and available resources. NRC also, takes into consideration any schedule needs identified by the licensee before finalizing the review schedule.

At this meeting, the NRC staff made no regulatory decisions regarding the merits of the proposed physical security plan change at Pilgrim.
