Dear Mr. Sparks:

We are hereby notifying you of a potential significant deficiency that may be report 3ble under the requirements of 10CFR-21. We are not re-porting this directly to the Nuclear Regulatory Commission (NRC) . We at CCI do not have the systems expertise that would permit us to de-cide if this is a significant deficiency. However, because of the NRC's interest and their prior contact for information regarding plants with a similar design, we have sent a copy to Rich Lobel of the Events Assessments group in Washington D.C.

On March 27, 1989 we sent you a letter stating that there was suffi-I cient actuator force to overcome a potential high load require ~d to open the sabject valve. This was based on the assumption that the ca-pability of the actuator was 20,000 lbs. The 20,000 lbs is in error.

The maximum actuator load available is 13,620 lbs. The actuatoi load required (worst case) is approximately 14,250 lbs. It is necessary to modify the trim inside the valve to reduce the maximum potential load required to open. We have a modified trim design with which the maxi-mum load required to open (worst case) would be approximately 6,125 lbs.

, . I I .Another option is to increase the ectuator output thrust. The actua-tor is capable of a thrust of 20,000 lbs. This requires that the con-trol schematic pressure switches be reset for a higher system pres-sure. This resetting requires a complex procedure and the actuator supplier needs to perform a more detailed specification review.
