Dear Mr. Rice:
You wrote Victor Stello on October 7,1980 regarding what Brum S Foot considered to be a reportable defect in accordance with 100FR21, with Power Conversion Products as the supplier.
We responded in writing to you on October 17, 1980 and with a visit to the South Texas Project on October 23, 1980. We wrote you again on October 27, 1980 and stated at that time that we did not agree with Brown S Poot's decision to classify conditions mentioned in your letter as generic and reportable under 10CFR21. We further wrote to your Mr. A. H. Geisler on November 26, 1980 reiteruting ou= position and requesting a response from Brown E Root conceming this matter.
To the best of my knculedge Brwn S Poot has never replied to our request. Your issuance of a 10CFR2] Report did result in an inspection of our facility by the Nuclear Regulatory Commission on April 13-16, 1981.
We have detemined that the 10CFD.21 was closed internally by the Nuclear Regulatory Comission.
In fact, our contention that the report was unfounded has been supported since its' inception by all interested parties we have been able to contact.
We wou'.d appreciate your acknowledgement of this letter. We consider the reported 10CFR21 to be closed. We will appreciate and await your letter of concurrence.
