Dear Mr. Sinkin:

Thank you very much for your letter of April 9.

As I explained to you in our telephone conference of last week, the idea of submitting all questions in advance is simply not practical.

The value of any deposition is that the answer to one question logically leads to another question and allows an entire area of inquiry to be thoroughly explored.

Insofar as the areas of inquiry, we of course will be inquiring about your knowledge concerning the various con-tentions raised by the intervenors and the various allegations concerning purported failures in quality assurance and quality control.

We will be discussing with you, before your deposi-tion, a means of resolving any questions concerning " work product".

Our basic position is that the NRC, Brown & Root and the Houston Lighting & Power Company e.ra entitled to receive immediately any information in your possession or subject to your control indicating, hinting or even suggest-ing that there are any areas of the construction or the construction activity which create any actual or arguable safety problem.

We think a sensible means can be devised to obtain all of this information, if any exists, without impinging upon the " work product" privilege and we will be 8005280
