SEQUOYAH NUCLEAR SAFETY REVIEW BdARD (SQ-USRB) REVIEW OF NUCLEAR PERFORMANCE PLAN (UPP) VOLUMES I AND II i

b The SQ-NSRB has reviewed the NPP Volumes I and II. This board has already reported to you (minutes of the September 1986 meeting) that it " accepts [the NPP} as a reasonable basis for its review of Sequoyah rertart activities." The board has reviewed the general safety sigt icance of each of the specific "special programs" cutlined in Section III of Volume II. The board has also considered secondary issues such as Raychem splices, calculations, piece parts, ampacity, valve vault w 'ing, etc. as they have been identified.

Further, the board has reviewed the process by which issues have been identified, including the design baseline verificati6n program, the employee concerns review process, equipment operability review, and various Nuclear Managers Review Group and Division of Nuclear Safety and Licensing studies, and finds that these programs have been effective in identifying potential safety issues.

The board will wish to assure itself of effective progress in improving the onsite safety review process, maintenance planning, and procedures; the board will also wish to review the specific restart-test program. The SQ-USRB believes that these efforts and the others, as contained in the UPP Volumes I and II, will provide an adequate safety basis for your determining that TVA is prepared to return Sequoyah to service.
