(a) Letter from Mr. 3. A. Tiernan (BG&E), to Mr. A. C. Thadani (NRC),

dated July 31,1986, Request for Amendment Gentlemen:

Reference (a), Change No.1, proposed a change to our Technical Specifications to delete Calvert Cliffs' snubber Table 3.7-4, " Safety Related Hydraulic Snubbers," from the Technical Specifications. Although our original submittal closely followed NRC guidance for implementing this change, we tailored the recommended Limiting Condition for Operation (LCO) wording to more clearly follow existing snubber policy at Calvert Cliffs. This letter provides additional information in response to a verbal request by Mr. S. A. McNeil, NRC Project Manager.

It is our understanding that the NRC takes exception to using the Bases to define terms used in the LCOs. Although we acknowledge the NRC's concern, it is our position that LCOs should not be unduly " cluttered" with definitions. However, in order to facilitate review of this proposed change, we have reworded a statement already contained in the Bases, and propose that a footnote be added to Technical Specification 3/4 7.8.1 as follows:

" Safety related snubbers include those snubbers installed on safety related systems and snubbers on non-safety related systems if their failure or failure of the system on which they are installed would have an adverse effect on i any safety-related system."
