The team will consist of yourself as team leader, I. Yin, Region III as team member, and technical assistance contract personnel from Bill as team members.
You and the other team members should make travel plans to visit the site (San Luis Obispo), Region V (Walnut Creek), PGE/Bechtel (San Francisco) and IDVP offices of R. Cloud (. Berkeley) on an itinerary established by you to investigate, as necessary, the facts required to substantiate the. allegations which appear below.
You should plan to depart about January 3,1984 and attempt to conclude your activities by January 14, 1984 The principal small bore piping allegation is number 55. Other allega-tions which influence small bore piping design and are, therefore, assigned to your team for evaluation in addition to number 55 are the following numbers:
78, 79, 82, 85, 86, 87, 88, 89, 97 and 95.
In carrying out your assignment, the end product should be an evaluation of the collective effect of those of the allegations which are found to be substantiated on the performance of the small bore piping of Diablo Canyon Unit 1, presenting conclusions regarding such performance, and recommendations for operation at 5% and higher levels of power generation.
The IDVP program results should be reconciled with your conclusions should they differ, f
