Office of Resource Management RM/BMA R/F SUBJECT BACKGROUND INFORMATION FOR COMMISSIONER GILINSKY'S TRIP TO CALIFORNIA Attached is background information for Commissioner Gilinsky's trip to California. Since I understand he will be visiting with General Electric (GE), information on the Vallecitos Nuclear Center which is owned and operated by GE is provided, in addition to the information you requested on reactors in the State.
Information for this report was obtained from the NRR Licensing Project Managers; the NRR Project Manager on the Design Verification Program at Dia616 Canyon; the Division of Fuel Cycle and Material Safety, NMSS;.the Division of Emergency Preparedness, Inspection and Enfor. cement, Region V; the Public Affairs Office, Inspection and Enforcement, R6gion V.

Design Verification Program underway; plant modifi-cations may be necessary. The results of this program must be considered in the Unit 2 review; plant modifications may be necessary and construction completion for this unit is likely to change.
A recent submittal was received on July 1, 1982 from the licensee on Break-water Repair Efforts.

- DIABLO CANYON Unit No. 1 - Design Verification Program A license for Fuel Loading and Low Power Testing was issued to Pacific Gas and Electr;ic (PG&E) on September 22, 1981.
An error i'n Seismic Design of' Equipment Installation and Piping in Containment

was detected by PG&E and reported to NRC late September 1981.
Serious weaknesses identified in the fall 1981 in PG&E Design and Quality Assurance Programs raised doubt on the adequacy of the plant to withstand.
earthquake motion.
On November 19, 1981, NRC issued an order suspending the license and issued requirements for a Design Yerification Program.to be completed prior to restoration of the license for fuel loading and low power testing.
(Referred to as Phase I of the Diablo Canyon Design Verification Program.)
On November 19, 1981, the NRC informed PG&E of additional Design Verification Program raquirements that must be met prior to the issuance of a full power license for Diablo Canyon, Unit No.1.
The activities related to that part of the program dealing with the full power license (FPL) are referred to as.
Phase II.
(A Hearing on the FPL was completed in January 1982.- In. June 1982, a motion was made to reopen the Hearing due to QA problems.)
Between November 1981 and March 1982, PG&E reassessed effort, defined scope
' and hir'el contractors.
Numerous PG&E/NRC discussions and meetings were held.
On March 19, 1982, NRC approved Teledyne Engineering Service (.Waltham, MA) as independent contractor to conduct Independent Design Verification Program.
(Other participants in the Independent Verification Program are R. L. Cloud, Associates, and R. F. Reedy, Inc., who had performed evaluations of associ-ated Diablo Canyon design and quality assurance matters prior to the staff -
approval of Teledyne.)
On March 22, 1982, PG&E contracted with Bechtel Power Corporation to act as the PG&E project completion manager for Diablo Canyon to fulfill all require-ments for reinstating the low power license for Unit 1 and for meeting all full power license requirements for both units.
On June 18, 1982, PG&E submitted a Quality Assurance Program for the Diablo Canyon project, which the NRC staff has under review in addition to other reviews of various semi-monthly reports on the Independent Design Verification Program.
The staff currently has under consideration the question of expanding the scope of the seismic verification program required of Diablo Canyon Unit 1 prior to fuel load. A decision on this issue will be made before currently ongoing activities in the Phase I program are completed.
