SUBJECT:
ALLEGATIONS CONCERNING THE DIABLO CANYON NUCLEAR POWER' PLANT (Board Notification No. 82).
In accordance with present NRC procedures for Board Notifications -the enclosed anonymous letter from a concerned engineer is provided to the Commission for

information (Enclosure 1). The allegations expressed 'in the letter raise serious questions as to the design adequacy of Diablo Canyon, Unit 1.
The allegations are related to the ongoing Independent Design Verification Program which is the subject, in part, of Commission Order CLI 81-30.
The Office of Nuclear Reactor Regulation requested the' 0ffice of Investigations and the Office of Inspection and Enforcement to review the letter for any action which they deemed appropriate.
We have been advised by IE and OI that no investigation is warranted because they are satisfied that the concern identified in the letter will be covered by',)RI s Phase II of the Independent Design Verification Program.

The allegations are related to the ongoing Independent Design Verification Program which is the subject, in part, of Comission Order CLI-81-30.
The Office of Nuclear Reactor Regulation has requested the Office of Investigations to initiate appropriate actions and will include the concerns within thescope of Phase II of the Independent Design Verification Program (see Enclosure 2).
The material does not pertain to those matters that were i
