This activity and notification should be completed and ready for my-signature by December 16, 1981. Use Board Notification No. 81-54

DEC 171981 In addition, the staff recently obtained copies of earlier versions of the ' Cloud Report' transmitted by PG&E to the NRC on November 18 (see Board Notification No. 81-42). As a result, there has been considerable amount of media attention to the existence of the earlier draft, particularly as they may relate to a. determination of independence.
These.are. matters tha.t.a; Management. steering Grpup could consider and.
provide ci'rection 2nc guidance to c, project tea.ii.
There also has been consideration of the establishment of some mechanism to ' independently audit' the staff review of Diablo Canyon Verification Programs.
J. Knight has given some thought to this matter and has outlined an approach in his December 11, 1981 memo to me (Enclosure 3). This is an additional example of matters that a Management Steerin
