SUBJECT:
SPDS SAFETY ANALYSIS REPORT (SAR) REVIEW FOR DIABLO CANYON A copy of the subject SAR has been distributed to you via the Regulatory Information Distribution System (RIDS).
Please review the SAR to ensure that the SPDS is suitably' isolated from electrical or electronic interference with equipment and sensors that are in use.for safety systems.
If the licensee has not provided adequate design data in the SAR please formulate your request for information and forward it to us one week from the date on this memorandum.
Our schedule for a Safety Evaluation Report (SER) on the SAR is one month from NRC receipt of the report.
If'the licensee's SAR is acceptable for your review, please conduct the review and forward your SER input by three weeks from the date on this memorandum.

SUBJECT:
DIABLO CANYON SSER 20 - CRITICALITY / LOW POWER AUTHORIZATION WITH RESPECT TO DESIGN VERIFICATION PROGRAM Attached is SSER 20 for the Diablo Canyon Nuclear Power Plant, Unit 1.
SSER 20 presents the staff safety evaluation of those issues that resulted from the design verification effort and which previously were discussed in SSER 18, SSER 19 and in my memorandum to you dated November 7,1983.
We have ' concluded that those issues, flowing from the IDVP/ITP, which require a satisfactory resolution prior to authorizing criticality and low power testing (Step 2) have been satisfactorily resolved.
Final resolution of the remaining open items will be achieved prior to full oowyeauthorization(Step 3).
We hote, however, that the staff's status report related to our review of allegations is nearing completion and will be provided early next week.
That transmittal will orovide our position with respect to Step 2 as a result of our review of allegations.
