SUBJECT:
DIABLO CANYON The Atomic Safety Licensing & Appeal Board's order of August 26, 1983 and Governor Deukmejian's response to that order of September 8,1983 constitute an unusually large number of diverse issues, most directly related to seismic structural design, to be adjudicated in the forthecming design QA hearing for Diablo Canyon.
In addition, the staff technical review of all outstanding issues related to the reverification program at Diablo Canyon must be completed in the next 30 to 40 days.
Dedicated senior technical management will be required to assure that the staff review and associated staff actions related to the discovery process and preparation of testimony are technically sound, appropriately integrated and consistent with NRC policy. This dedicated
_..technica.1 canager should. minimize technical management review time, assure technical consistency of staff findings and positions and provide overall technical control throughout the closure of open issues and technical staff participation in the hearing.
Because of your longstanding and extensive management involvement in the Diablo Canyon technical review and policy decisions in particular with respect to the seismic structural design you are the logical choice for this assignment.
To implement this approach, the following actions will be taken:
(1) You are relieved of all duties as AD/CSE not related to the Diablo Canyon review.
(2) You are to assume full-time responsibility for the senior technical management of DE and DSI technical activities necessary to complete the Diablo Canyon review and design QA hearing.
In this position you will be the single DE/DSI technical management contact for DL and ELD and will be responsible for assuring that other technical managers in DE and DSI contributing to the Diablo Canyon review are kept informed of resource requirements and ' development of technica' issues associated with their areas of responsibility. You are to coordinate all DE/DSI technical effort with the DL Diablo Canyon Project Manager to arrive at a mutually agreeable approach and schedule to support the licensing effort.
